3 migration support centres on cards for skilled youths

Bhubaneswar: The state government has decided to open migration support centres (MSCs) at three places – Hyderabad, Pune and Bhubaneswar – to provide necessary post-employment support to skilled youths visiting these cities.

The decision was taken at a high-level meeting held under the chairmanship of Chief Secretary Asit Tripathy at Lok Seva Bhawan here Tuesday.

At present, three MSCs are operating at Tiruppur in Tamil Nadu, Bangalore in Karnataka, and Bhiwadi in Rajasthan. These centres register the skilled youths migrating for job, organise health camp for them, provide legal literacy and emergency support to the skilled youths employed in these cities.

The centres work in coordination with the employers and arrange weekly get-together. The centres also provide handholding and grievance redressal support to the youths, official sources said.

At the meeting, Panchayati Raj and Drinking Water secretary DK Singh apprised Tripathy of Odisha being reckoned as the best state in rural skill development both at the national and international level.

The Centre has recognised Odisha as the ‘Best Skilling State’ for its good performance in implementation of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY) during 2016-17 and 2017-18 financial years.

Europe India Foundation for Excellence (EIFE) has also awarded Odisha as the best state in rural skill development in Global Skill Development Meet held at UNESCO headquarters of Paris.

Reviewing the progress of the skilling and placement activities under DDUGKY, Tripathy directed the officials of Odisha Livelihood Mission (OLM) to intensify the motivational activities at village level through contacts with potential households having drop-out children in the age group of 18-35.

Tripathy also directed the officials to focus on high retention level in different training programmes. It was decided that candidate-wise tracking and follow up would be undertaken from household level to training, employment and post-employment status for one year.

Discussion was also held on a three-year action plan (2019-22) where a target was set to train around 1,50,000 youths in three years under placement linked programmes of DDUGKY with a financial outlay of around Rs1546 crore. Out of this, 50,000 youths would be trained in 2019-20 FY.

ORMAS chief executive officer Smruti Ranjan Pradhan said, “In 2018-19 FY, Odisha secured the first position in the country by training 41,308 youths from among whom 31,698 were provided placement in organised sector.”

Review showed that against the target of training 50,000 youths during the current fiscal, 20,213 were trained till September 27, 2019.

Currently, 144 skill training centres are operating across the state and two such centres are operating outside the state under DDUGKY. The training period for different courses varies from three to 12 months. Boarding and logistic support is being provided to the trainees free of cost under the programme. ORMAS is functioning as the nodal agency for carrying forward the programme in Odisha.
