Bhubaneswar: In a new twist to the ongoing controversy over granting of the state anthem status to ‘Vande Utkal Janani’, the Centre is said to have spiked the state government’s proposal to adopt the composition as the state anthem.
In 2006, Union ministry of home affairs (MHA) had rejected the state government’s proposal for according the state anthem status to ‘Vande Utkal Janani’, sources in the government said here Monday. In its letter to the state government, the MHA had said, “In the issue of national or state anthem, the state anthem is not included in the 7th Schedule of the Constitution or in the Union, state or concurrent list.”
In the light of Article 162 of Indian Constitution, the state government may also not be competent to adopt a composition as state anthem by any executive order, the source said.
No state has issued a notification on adoption of a composition as its state anthem. Assam had also faced a similar problem like Odisha has, in 2013. The issue gained traction after Chief Minister Naveen Patnaik urged Prime Minister Narendra Modi to notify Hockey as the national game of the country.
Bande Utkala Janani is an Odia patriotic poem written by Kantakabi Laxmikanta Mohapatra.
