Malkangiri: Malkangiri district Collector Manish Agarwal has been transferred as Deputy Secretary of Planning and Convergence Department.
The Odisha government has appointed Deputy Secretary of Planning and Convergence and Chief Executive, OREDA, Y Vijay as the new Collector of Malkangiri district.
Agarwal’s transfer is a result of a murder case under Sections 302, 506, 201, 204, 120(B) and 34 of Indian Penal Code (IPC) which was registered against him at Malkangiri police station over the death of his personal assistant Debanarayan Panda, November 15.
Notably, Panda went missing December 27 last year. His body was recovered from Satiguda reservoir. Suspecting it to be a case of suicide, the police initially had registered an unnatural death case.
The case took a new turn when the deceased’s wife Banaja Panda knocked the doors of the court, pleading for a proper investigation. She even filed a murder complaint at the police station, but the police allegedly did not register a case.
Then the family moved the Odisha Human Rights Commission (OHRC) seeking its directive to the state police to probe the death case afresh. Subsequently, the commission directed the Director General of Police (DGP) to conduct a proper probe into the matter.
Acting on the direction from the DGP, DIG Safin Ahmed K (south-western range) conducted a probe into the incident and recorded statements of over 20 persons.
