Born in Simagadia village of Bahanada panchayat under Khunta block of Mayurbhanj district to a police constable Narendranath Soren and homemaker Purnima Soren, Kiran had dreamt of becoming a civil servant during his school days. After completing his schooling in Kendrapara’s Jawahar Navodaya Vidyalaya, he went to Ravenshaw University, Cuttack for graduation in Political Science. Similarly, he pursued his post-graduation in Political Science at Utkal University, Bhubaneswar.
