Bhubaneswar: In a bid to enhance the beauty of the public parks, Bhubaneswar Development Authority (BDA) has roped in individual agencies for operation and maintenance of the parks which fall under its authority in the Capital city.
The BDA, in its official website at bda.gov.in, has put Request For Proposals (RFP) document to select agencies for operation and maintenance of 21 of its parks in the city. The period for the availability of RFP documents has been set from Oct 4 to Oct 21. Following this, a technical and financial proposal will also be made.
“The RFP— for the maintenance of the parks— has been invited and the appropriate agency will be selected. The agency will enter into a year’s contract with the BDA where agency will have to be responsible for garden and lawn maintenance, collection and disposal of garbage at the park, upkeep of the jogging tracks and use of pesticides and insecticides amongst other works,” a senior official at the BDA informed.
The BDA has 57 parks under its authority. The parks selected for maintenance by agencies are: M.L.A. Colony (Panchasakha Park) at M.L.A. Colony; Unit-VIII park at Gopabandhu Nagar; Sishu Udyan park at Unit – II; Gyana Patnaik Park at Unit – I; N-1 Park at Nayapalli; Nayapalli Nayapalli N-2 Park at Nayapalli; N-3 Park at Nayapalli; VIP Park at Nayapalli; RPRC Boundary side park at Nayapalli; Nayapalli N-6 Park at Nayapalli; Rental Colony Park at Nayapalli; Dr. Shyama Prasad Mukharjee Park at Vanivihar; Bhoinagar Park at Unit-IX; Sahidnagar Park at Sahidnagar; Yudhistir Das Park at Nayapalli and Kharavela Park in Khandagiri.
The BDA has set a minimum of 5 years of ‘post-incorporation experience’ in operation and maintenance facility management of parks and gardens for selection of the agencies. Apart from this, the applicant should have a minimum average annual turnover of Rs. 3 crore over last three financial years.
Detailing about the payment to the agencies the official added, “Payment to the selected agency will be made on the bills to be raised on monthly basis, duly passed by concerned authority within 15 days of receipt of the bill. There will be deduction from the bill, if manpower deployed is lesser than agreed upon, which is 12. Complaint register along with performance certificate obtained from the local residential associations will also be evaluated before making payments.”
