Bhubaneswar: The Bhubaneswar Development Authority (BDA) is ready with a detailed plan to develop four multi-level car parking (MLCPs) facilities in the city while work on two by the Bhubaneswar Smart City Limited (BSCL) continue.
The four locations on the BDA’s radar for the MLCPs are : Janata Maidan (1 acre), Kharvela Nagar behind Ram mandir (1.5 acres), Kalpana Square (0.984 acre) and Nayapalli behind Jupiter Science College near Indradhanu Market (1.116 acre).
BDA has already submitted a proposal in this regard to the General Administration Department for alienation of the land in favour of Housing and Urban Development Department so that the development authority could go ahead in executing the project.
Considering pressure related to parking matters and ever-increasing on-street parking jeopardising vehicular movement on the major roads, work on two MLCPs are already in progress at Saheed Nagar and Unit II (Rajmahal) under the BSCL.
The proposed six-floor MLCPs are designed to have double basement — upper and lower — and ground floor parking besides the first, second and third floors. This would leave the fourth, fifth and sixth floors for commercial space so that at least 60 per cent of cost towards developing the facilities could be recovered.
BDA’s request for proposal (RFP) involving the new MLCPs will be on the lines of the two of BSCL’s, said Bibhuti Barik, a BDA official.
The four proposed MLCPs will have 450 ECS (equivalent car space) per acre of space, so they will have different number of ECS as per the available size of the land. ECS is the land required to park a car and is approximately 23 square metre, which includes the space occupied by the vehicle as well as the minimum space needed to move it into and out of the space. While for a car the requirement is one ECS, for two-wheeler it is 0.2 and for a bicycle it is 0.1.
The four MLCPs will be uniquely designed with aesthetic facades, energy efficient structures and environment-friendly buildings. All will be developed through the engineering procurement and construction (EPC) mode.
Through this form of contracting arrangement, the EPC contractor is made responsible for all the activities from design, procurement, construction, to commissioning and handover of the project to the end-user or owner.
