Come October, police to issue e-challans for motor vehicle fines

Bhubaneswar: The state government has decided to introduce e-challan system in the Police department in a bid to ensure transparency in motor vehicle fine collection. The new system will come into force from October next.

A decision to this effect was taken at a high-level meeting held recently at the Chief Minister’s Office (CMO) on implementation of 5Ts in Transport department, official sources said Thursday.

As per the decision, 100 per cent e-challans have to be issued by the police personnel from October, 2019. At present, police officials are issuing both e-challans and manual receipts.

The Police department has instructed the Transport department officials to provide necessary equipment and assistance for the shift from manual to e-challan mode.

It was also decided that the all the learner’s licences will be issued online and Common Service Centres (CSCs) will be utilised for the same. State IT department will upgrade the CSCs with requisite infrastructure to enable dispensing of transport services like issuance of licences.

In case of driving licences (DLs), facilities for uploading all documents will be available online in CSCs while DL testing will be done only at the designated testing tracks. An applicant can give driving test at any driving testing track in the state in order to obtain the DL, the source said.

The government has also decided to set up an automated driving testing track (ADT) in every district within a year. It was also decided to make collection of motor vehicle revenue through online mode within two months.

The proposed Inspection & Certification Centre at Arilo in Cuttack district will be made functional in next three months while four more such centres will come up at Angul, Rourkela, Keonjhar and Berhampur.

Besides, heavy vehicle driving training institutes at Ganjam and Keonjhar will be ready by the end of this year and two more such institutes proposed to set up at Koraput and Bhubaneswar will be completed in next two years, the source said.

Regarding road safety, the best practices of states (like Tamil Nadu), where fatalities have come down, will be implemented in the state. Scholarships will also be introduced to encourage the involvement of students in road safety.
