Crime against women: NHRC seeks ATRs from Angul, Kandhamal SPs

Bhubaneswar, April 3: The National Human Rights Commission (NHRC) has asked the Kandhamal superintendent of police (SP) and health and family welfare principal secretary to submit an ATR within four weeks in connection with confinement and sexual assault of a minor Dalit girl in February.
The order followed a complaint (No. 2125/18/26/2015) filed by Swain February 14. According to the petition, the girl, who was also pregnant, was confined and sexually assaulted by Ambika Mohapatra, a physician, at Katringia health centre in Phulbani. This is in gross violation of human rights, Swain said seeking criminal action against the accused. She also sought a compensation of `10 lakh to the victim.
In another case, the commission has asked the Angul SP to submit an action-taken report within four weeks in connection with inaction by the police in an attempt to rape case under Banarpal police limits.
The order came after a complaint (No. 1900/18/15/2015) was filed by Human Rights Watch secretary Sangita Swain. The petitioner said some local goons misbehaved with victim attempted to rape her March 10. Though the police filed an FIR four days later, they failed to arrest the accused. The police were working under the influence of a local MLA and implicating the girl in several cases, Swain said adding this violates human rights.
The petitioner prayed for criminal action against the accused and compensation for the victim.
