Engineers can’t stay at same place for over 5 yrs

Bhubaneswar: In a bid to bring transparency in public service delivery by engineers, state Works department Tuesday issued an interim guideline for transfer of its engineering staff.

As part of 5T initiative, the department has taken up steps for formulation of policy guidelines for ensuring rule based transfer and posting of engineers working under the department, the guidelines said.

The policy will be effective for Odisha Engineering Service (OES) and Odisha Diploma Engineers’ Service (ODES) cadres. Engineers should ordinarily be transferred after completion of tenure of three years in a particular station/post. But, as per the new guidelines, no official shall be allowed to continue in a particular post/place for more than five years.

Transfers will be executed on two grounds – administrative grounds or personal grounds. Transfer on administrative grounds shall include transfers carried out to rationalise requirement of personnel in various field establishments. Personal grounds shall be either on health grounds or on any other personal ground.

“No engineer of OES cadre will be allowed to work in a particular revenue district for more than 10 years while the time period of diploma engineers will be 15 years. The OES cadre engineers shall not be posted in their home districts and ODES cadre engineers shall not be posted in their home sub-divisions,” it said.

However, the above guidelines can be relaxed in the interest of public service and on the medical grounds.

The engineers having less than two years for retirement will not be transferred except on administrative grounds or in medical cases. The department has also decided to revert the engineering staffers, who have served 10 years on deputation.

Three Engineering Establishment Committees (EECs) have been formed to recommend transfer of various engineering cadres.
