Cuttack: The Orissa High Court Thursday sought a reply on KALIA scheme from the state government while accepting a petition from social activist Subhas Mahapatra.
A division bench of Chief Justice KS Jhaveri and Justice Biswajit Mohanty pronounced the order.
Mahapatra had challenged the constitutional validity of KALIA scheme. The petitioner had made the Chief Secretary and secretaries of Agriculture and Finance departments as parties to the case. The petitioner informed the court that the state government has planned to spend money from the Odisha Contingency Fund (OCF) to implement the KALIA scheme. He also told the court that the state government has flouted the Constitutional norms by spending money from the OCF on the scheme. The petitioner had urged the HC to nullify the scheme.
