Meet people, get feedback, CM tells ministers

Bhubaneswar: In order to provide people-centric governance by the Biju Janata Dal (BJD) government in its fifth term, Chief Minister Naveen Patnaik Thursday advised his ministerial colleagues to undertake extensive tours across the state and get feedback from the grass-root level.

Convening a meeting of his Council of Ministers here at the Secretariat, Naveen directed his colleagues to adopt a five-point norm for effective governance.

“Embark on extensive tour. This will help you know about your department’s service delivery at the grassroots level. Make surprise visits to the different offices and institutions under your department.

This will expedite the delivery of government services meant for the people,” he said.
Patnaik also suggested making surprise visits to offices and institutions that will help activate service delivery system and good governance. “During tours, directly meet people and understand their problems and take feedback from the beneficiaries of different welfare schemes being implemented by the government,” the Chief Minister suggested.

Stating that the state government’s 5T (Transparency, Technology, Team work, Transformation and Time) formula is crucial for bringing change in the lives of the people, Patnaik asked the ministers to pay personal attention to it.
The Chief Minister also said, computerisation is essential for bringing transparency and efficiency. “Give special attention to computerisation and ensure that all official works are done through Odisha Secretariat Workflow Automation System (OSWAS),” Patnaik said.
During the meeting, the Council of Ministers has also approved a proposal of Finance Department to reimburse Odisha Contingency Fund utilised to execute KALIA scheme prior to general elections.

To woo farmers ahead of elections, the BJD government had come up with Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme without making any budgetary provision. The government had utilised nearly about `1100 crore from its Contingency Fund made for any emergency or disaster.
In this regard, Finance Minister Niranjan Pujari will present the state’s first special supplementary statement of expenditure in the Assembly Friday (July 12) for the year 2019-20.
