Patro seeks stern action against unruly legislators

New Delhi: Odisha Assembly Speaker Surya Narayan Patro Wednesday suggested framing of rules to take stern action against members who rush to the well of the House and interrupt proceedings.

Patro was attending a meeting convened by the Lok Sabha Speaker, Om Birla, to discuss issues related to businesses of various Assemblies and digitisation of state legislatures.

Speaking to media persons after attending the meeting, Patro said that one of the major issues is disruption of House proceedings by unruly members. He said members come to the well and disrupt the proceedings which affect the business. “There should be strict action against those members who come to the well during the proceedings. Such members should be suspended with immediate effect,” he said, and added that a code of conduct for the members was needed.
The state Assembly speaker further said that his suggestion was lauded by many other speakers attending the meeting.

Significantly, the Lok Sabha Speaker told the media that a committee of speakers of state legislatures would be constituted to frame ‘code of conduct’ for members of legislatures and legislative councils and a meeting would be held in this regard in Dehradun in November.

Notably, Om Birla chaired a meeting of speakers of state legislatures and chairman of legislative councils here to discuss on improving the efficiency of state legislatures.
