Jajpur: In the wake of reports of graft in the execution of government schemes in Bari block, three executive officers were suspended.
A fresh report about corruption in the execution of Gramin Awas Yojana has come to the fore in Bari.
BDO Prabhas Behera has filed a complaint with Bari police demanding an investigation into the execution of Gramin Awas Yojana, after a complaint about three cases of Gramin Awas Yojana house allotments in Gammu panchayat was filed with the block administration.
A preliminary probe found three Gramin Awas Yojana beneficiaries have concrete houses, and that they were given houses under the scheme.
The executive officers gave money under the scheme to beneficiaries without their signature, and it is clear that it was a scam. A complaint was filed with the BDO of Bari block.
The three beneficiaries do not meet the eligibility criteria of Gramin Awas Yojana. It is clear there is a scam involving the beneficiaries, executive officers and the block project coordinator.
The executive officer of the panchayat had declared the three beneficiaries ineligible for the scheme.
These files were kept by the Block Project Coordinator and a page of the file has vanished. The BDO said he signed after seeing the signature of the Block Project Coordinator on the papers. The police started investigating after the complaint was filed.
A cross mark was seen on the signature of the Block Project Coordinator. He said as the files were not valid he had put a cross mark on his signature. The question is if the files were invalid, how did they go to the BDO for his signature.
The police report says Gram Rojgar Sevak is also involved in the scam. Around 100 beneficiaries were exempted from Gramin Awas Yojana due to the corruption of the BDO and the Block Project Coordinator.
There are reports that officials had sanctioned 200 Gramin Awas Yojana houses to ineligible candidates. The serial numbers of eligible candidates were scored out from the list.
After complaints reached the district administration, they transferred the Block Project Coordinator.
The probe is likely to look into the role of the Gram Rojgar Sevak, executive officer, block project coordinator, the BDO, bill executives and head clerk from the beginning of the housing programme. The computerised bill payment procedure would also be investigated.
