We have seen Odisha pioneering unique pro-people stand followed by government of India and other states. In our state, the housing sector suffers from major setbacks due to inordinate statutory pressure on account of undue increase in registration fee of GPA, unsympathetic promulgation of amnesty scheme. It affects people’s dream to own a house. I hope there will be genuine provisions in the ensuing budget to address the problems of the housing sector in Odisha.

There is transparency on mine auction in Odisha. But the state government should speed up implementation. Another issue is land, which the government should discuss with investors. I believe those issues will be resolved.

We want the state government to cut VAT on petrol and diesel. VAT on petrol and diesel in Odisha is higher than in any other state. If petrol stations are located on the borders of Odisha, commuters don’t fuel in the state but go to the next state for fuel. For example, a commuter coming from Andhra Pradesh will fuel in that state instead of Odisha. The same applies for West Bengal, too. So, the oil industry urges odisha government to cut VAT on both fuels.

The state is announcing lots of schemes worth huge amounts for the benefit of people. It should contain such investment and also increase the tax base of GST, excise duty and road tax. The state must control its expenditure. Otherwise it will be in debt and it will take long to recover from it.

A special provision should be made to revive Odisha State Financial Corporation to dilute the monopoly of bankers. The government should also offer loans to women entrepreneurs at 7 per cent interest. We urge the state to strictly implement Credit Guarantee Fund Trust for Micro and Small Enterprises loans by bankers. Another wish is to make a payment norm that MSMEs would pay GST every quarter. We demand a special fund to be placed for GI and IP related issues of Odisha such as Rasogola. Also, incentive should be increased to set up food processing industry in the state. We also urge the government to set up special industrial estate exclusively for women entrepreneurs in each district.

Since it is a state budget, we ask RTO tax slabs of Odisha to be equal to adjoining states such as West Bengal and Jharkhand. It will help us increase vehicle sales in the state and increase government revenue.
