Bhubaneswar, : The state Revenue and Disaster Management department has changed the existing rules to accommodate inclusion of Aadhaar for verification of concerned parties in property registrations under their jurisdictions.
In a recent notification, the department has said that they have amended the Odisha Registration Rules 1968 to incorporate the provision of using Aadhaar number (consent-based) for the purpose of identification of the presentants and executants during presentation of document for registration.
According to the notification, the Odisha Computer Application Centre (OCAC) would assist in providing Aadhar verification service during property registration following the provisions of the Aadhar (Authentication) Regulations 2016.
The department has plans to ensure that with the integration with the state resident data hub of the Aadhaar authentication framework of the OCAC, the presentants and executants could be authenticated with the use of Aadhaar.
The department, in their gazette notification, said, “Biometric-based Aadhaar Authentication shall be implemented in all registration offices of the state…for establishment of identity of presentants and executants during property registration, upon furnishing their Aadhaar number as per provisions of the Odisha Registration Rules, 1988 as amended vide the Odisha Registration (Amendment) Rules, 2017.”
According to the department, before collecting the Aadhaar numbers of presentants and executants for the purpose of authentication, their consent would be obtained as per provisions of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016.
