Kendrapara: Undue favour was shown by the Kendrapara civic body in providing municipality land on lease to gangster Tito’s wife for her Badahat-based MS. Sayed Brothers Filling Station.
According to official sources, Benazir Bibi, the wife of Sayed Ushman Ali alias Tito, of Tilwarpur, had applied to the civic body seeking municipality land on lease after she got permission from IOCL to set up a petrol pump at her land bearing khata no-626/396 ,plot No-381/1531, khata no-626/436, plot No-381/1432 in Badahat mouza.
But she did not have the land for connecting the petrol pump with the main road. As the municipality land was available in front of her plot she requested the chairperson of the civic body to provide land for this purpose.
In July 2015, the chairperson of Kendrapara municipality and the some councillors during a council meeting made a resolution that 0.05 decimal of municipality land would be allotted on lease to Benazir for three years of temporary basis with Rs 6,000 as rent per annum.
Later, lease agreement was made and executive officer of Kendrapara municipality, Sri Charan Behera, was asked to take necessary steps.
During the Vigilance inquiry on Tito’s link with government officers it has been exposed that the land lease was provided illegally as per Indian Registration Act to Benezair for her Badahat-based filling station.
Even, the sub-registrar of the district registrar office, Shiba Mallick, said that legal norms were thrown into air while giving lease to Tito’s wife, as the registration of the lease agreement has not been made.
As per Section 17 clause 1 of the Indian Registration Act, it is mandatory to make registration of lease agreement in case of immovable property, said Mallick.
According to sources, the former chairperson and the former executive officer of Kendrapara municipality are going to face the Vigilance inquiry in this regard. The STF too is keeping a close eye on the development related to Tito’s properties.
